Meet The Team

Executive Director
Tara Rollins
Tara Rollins is the first Executive Director of the Utah Housing Coalition (UHC), a position she has held for 20 years. Under Tara’s leadership, the Coalition has grown to over 125 members, significantly increased tenant rights, promoted housing education, and became a strong and respected advocacy organization in the state. As Executive Director, Tara managed a $1.8 million foreclosure prevention grant and was instrumental in the creation of the Utah Commission on Housing Affordability. UHC is a state partner of the National Low Income Housing Coalition working to meet the rental housing needs of the nations' low-income people. Prior to UHC, Tara worked at ASSIST Inc., an organization dedicated to helping low-income homeowners with emergency home repairs. Tara has been active in many local and national organizations and served as a board member of the National Low Income Housing Coalition, Salt Lake County Homeless Coordinating Counsel, and the Family Investment Coalition, a local coalition of social services and education organizations that advocate at Utah Capitol. Tara holds a BS in Interdisciplinary Health, Recreation and Physical Education from Plymouth State College. Originally from New Hampshire, she moved with her husband 30 years ago to ski the powder of Utah.

Project Manager
Zoë Newmann-Baniukaitis
As a dedicated Project Manager at the Utah Housing Coalition, Zoe brings over five years of experience in nonprofit development and a deep passion for advocating for safe and affordable housing. She holds a Bachelor of Science in Journalism and Political Science from Central Michigan University and a Master of Science in Communication from Grand Valley State University, where She was recognized for academic excellence. Before joining the Utah Housing Coalition, she served as the Marketing, Communications, and Events Manager at Family Promise and the Development and Communications Coordinator at David's House Ministries. In these roles, she led impactful fundraising initiatives, managed volunteer teams, wrote grants, and strengthened community engagement to support organizational goals. She is an avid outdoor enthusiast who finds joy in hiking, traveling, and snowboarding. When not exploring nature, Zoe treasures quality time with her husband, Andrew, and her family. A lifelong learner with a passion for personal growth, she also enjoys reading, writing, and immersing herself in new knowledge and experiences. She is thrilled to continue working in the housing advocacy space, leveraging her expertise in development, communication, and project management to make a meaningful difference in Utah. Her commitment to fostering strong communities drives her in her mission to ensure every individual has access to safe and affordable housing.
