The 21st Century ROAD to Housing Act: A Historic Step Toward Solving America's Housing Crisis

For the first time in more than three decades, Congress has approved comprehensive bipartisan housing legislation designed to address one of the nation's most pressing challenges: the shortage of affordable homes.
The 21st Century ROAD (Renewing Opportunity in the American Dream) to Housing Act (H.R. 6644) represents one of the most significant federal housing reforms in a generation.
Developed through bipartisan collaboration, the legislation combines proposals from both the House and Senate into a comprehensive package focused on increasing housing supply, modernizing federal housing programs, reducing unnecessary barriers to development, and expanding housing opportunities for renters and homebuyers alike. It also includes reforms to manufactured housing, disaster recovery, rural housing, housing counseling, and community development programs.
The legislation passed Congress with overwhelming bipartisan support and is currently awaiting final enactment. As of this writing, the bill has reached the President's desk but has not yet been signed into law.
Why does this matter?
The United States faces a housing shortage measured in the millions of homes. Rising construction costs, restrictive regulations, limited housing production, and increasing affordability challenges have made stable housing out of reach for far too many households.
Experts across the housing sector agree that increasing supply must be part of the solution. Organizations and housing leaders nationwide have described this legislation as a rare opportunity to pair housing production with meaningful reforms that strengthen affordability and improve federal housing systems.
At the Utah Housing Coalition, we know there is no single solution to the housing crisis. Lasting progress requires expanding housing supply while strengthening renter education, housing stability, landlord engagement, and community partnerships. The 21st Century ROAD to Housing Act is an important milestone that recognizes housing affordability is a national challenge requiring bold, bipartisan action—and that the real work of implementation begins now.
