The 2021 NLIHC Advocates' Guide!
Every year, the National Low Income Housing Coalition publishes the Advocates’ Guide to Housing and Community Development Policy to educate advocates of all kinds about the programs and policies that make housing affordable to low-income people across America. Whether you are a new employee at a housing agency, a student in an urban planning program, or a seasoned affordable housing advocate looking for a refresher on key programs, this book will give you the overview of housing programs and advocacy tools you need to be a leader in the affordable housing movement.

The Gap: A Shortage of Affordable Rental Homes

Each year, the National Low Income Housing Coalition (NLIHC) measures the availability of rental housing affordable to extremely low-income households and other income groups. Based on the American Community Survey Public Use Microdata Sample (ACS PUMS), The Gap presents data on the affordable housing supply and housing cost burdens at the national, state, and metropolitan levels. The report also examines the demographics, disability and work status, and other characteristics of extremely low-income households most impacted by the national shortage of affordable and available rental homes. Housing affordability is central to other national priorities, like health care, food security, education and more. Yet the gap between rents and incomes is growing, and this is compounded by unprecedented threats to federal housing assistance.  Proven solutions to ending homelessness and housing instability exist – what’s missing is the political will to provide resources that will put these solutions into practice in communities across the nation. 

The National Low Income Housing Coalition launched the Opportunity Starts at Home campaign together with the Center on Budget and Policy Priorities, Children’s HealthWatch, and the National Alliance to End Homelessness, and with a steering committee of partners including Catholic Charities USA, the Children’s Defense Fund, Community Catalyst, the Food Research and Action Center, JustLeadershipUSA, NAACP, National Alliance on Mental Illness, the National Association of Community Health Centers, the National Association of Social Workers, the National Education Association, the National League of Cities, the National LGBTQ Task Force, the National Women’s Law Center and UnidosUS.

Utah Housing Coalition is one of the several state partners of the Opportunity Starts at Home Campaign.
